"The unit the Void Arbiter update (UPD 3) is named after. You don't summon it at the Arsenal. One creator got it by clearing Trials floor 200. In that video the evolve screen asked for 5,000,000 Coins and 50 Magic Pendants, among other items, and the skill tree maxed at level 104.
